The highest administrative unit of YunTech is the University Affairs Meeting which is responsible for deciding significant school development plans, budgets, organizational procedures, organizational structure, and major school affairs. Attendees of the Meeting include elected faculty representatives, staff representatives, student representatives (undergraduate or graduate) and other relevant personnel representatives. The representatives in the Meeting in 2021 academic year are as below.

Students’ union

YunTech has a student union. According to the YunTech Student Autonomous Group Establishment and Guidance Regulations, the student union was established in 2001 and has been in existence for over 20 sessions, actively promoting matters related to the protection of student rights. The student union elects student representatives to serve on the School Affairs Committee, the Sustainability and Social Responsibility Committee, and other committees related to student rights, representing students in university governance.
In addition, according to “the main points of student association activities funding subsidy”, “the implementation points of association instructors,” “the selection and reward points of outstanding student associations,” “the implementation points of scholarships for outstanding student association cadres,” and “the implementation points of student self-government groups and outstanding cadres of associations,” YunTech assists, mentor and encourage students to participate in the students’ union. In addition, a student complaint procedure has been established to safeguard the legitimate rights and interests of students.

Item 2. The Student Union’s fuction
Providing support for students
The Student Union holds student sports competition, student club leader training, academic year student club fair, welcome concert for freshman, school day garden party, student and the Principal Meeting etc.
Providing social activities
The student union involves in social activities, such as cooperating with county government to hold 2022 Youth Career Exploration and Employment Preparation Program in Yunlin County. Also, invited the principal to lead the school teachers and student council to participate in beach cleaning activities, promoting marine ecosystem conservation, as an example.
Identify and engage with local stakeholders

YunTech has establish procedures to identify external stakeholders and engage with them.
The stakeholders of Yuntech is defined as the person or organization that has direct or indirect influence on the school and is affected by the school. Based on this definition, the committee of sustainable and social responsibility decided to establish nine main stakeholders for communication, including students, parents, faculties, community members, alumni, enterprises, government organizations, NGOs and suppliers.
In addition to events, meetings and surveys, the Secretariat has set up a “System of Advice on School Affairs” to provide students and staff with the opportunity to express their opinions and responses on school-related issues. In addition, the school’s development center publishes an annual report on the current state of school affairs in December each year. The report provides basic information on school affairs, enrollment and admissions, school expenses, school costs, learning experience, graduation and employment, R&D and social contribution, and stakeholder satisfaction. It publicized the results and establish multiple channels of communication to facilitate feedback from the stakeholders.
Participatory bodies for stakeholder engagement
YunTech has established a Stakeholder Management Team to identify local communities and stakeholders and involve them in the process. The dedicated team is tasked with identifying and communicating with stakeholders, regularly reviewing the effectiveness of the university’s interactions with stakeholders, and promoting knowledge about stakeholder management.

Item 2. University units incharge of engagement with local private sectors
Stakeholder Needs: The industrial and commercial development in Yunlin County is relatively lagging and requires professional assistance.
1. Guiding local residents in innovative entrepreneurship
The “Industry-Academia Collaboration and Intellectual Property Incubation and Operation Center” at YunTech is responsible for connecting government resources, commercial and industrial groups, as well as expert advisory teams, to provide local businesses with services such as “entrepreneurial mentoring, intellectual property patenting, innovative incubation recommendations, overseas business opportunities, and marketing exposure,” offering “customized services and supportive counseling.” The center maintains a positive interaction with local government agencies, collaboratively organizing seminars, industry-government-academia exchange events, and working with government units to provide local residents with guidance on entrepreneurial knowledge and skills.
2. Assisting local enterprises in achieving net-zero carbon emissions.

YunTech collaborates with the Yunlin County Government to jointly establish the “Yunlin Zero Waste Transformation Integrated Service Hub.” As one of the top 100 green universities globally, YunTech prioritizes promoting industry-academia cooperation for its development. The College of Management has long established a guidance team for greenhouse gas inventory, carbon footprint, carbon reduction, and carbon neutrality. Since 2011, it has closely collaborated with the county government, providing successful guidance to businesses. The College of Design focuses on local revitalization and business district transformation, while the College of Engineering is dedicated to the development of energy-saving and carbon reduction technologies.
Today, the collaboration between YunTech and the Yunlin County Government takes a significant step with the establishment of the “Yunlin Zero Waste Transformation Integrated Service Hub.” The project office will be located on the sixth floor of the Industry-Academia Research Building, symbolizing a deeper cooperation and a tangible manifestation of strengthened guidance.
Achieving zero waste transformation involves various tasks that require the integration of multiple teams and resources. The “Yunlin Zero Waste Transformation Integrated Service Hub” is not only aimed at businesses but also extends its services to meet the needs of every household and community. It provides consultation and guidance, incorporating numerous subsequent technologies. YunTech will collaborate with neighboring partners such as Chung Cheng University and various corporate teams to assist businesses in solving carbon reduction issues. Ultimately, the goal is to align with the United Nations Sustainable Development Goals (SDGs).
University principles on corruption and bribery
YunTech strictly adheres to the Ministry of Education’s anti-bribery and anti-corruption policies and regulations for national universities. In addition to establishing a webpage for promoting ethical conduct and integrity, all new employees and newly appointed supervisors are required to undergo ethics education and training.
Furthermore, to prevent faculty members from exploiting their positions for personal gain, YunTech has formulated the “Guidelines for Handling Concurrent Employment of Full-time Faculty at YunTech,” which sets guidelines for faculty engaging in business activities, conducting off-campus work, and undertaking additional teaching or part-time positions.

YunTech abides by the national laws and regulations, and in accordance with the Constitution, the University Law, the Teachers Law and other relevant regulations, the faculty and students of the school are guaranteed academic freedom. Whether junior or senior scholars are within the legal scope, they have the right of freedom to choose areas of research and to speak and teach publicly about the area of their research.
